We are currently looking for an experienced Projects Buyer to join our Procurement Department in Delft, the Netherlands.

In this role, you will be responsible for sourcing and purchasing materials, equipment and services required for the successful execution of Allseas’ offshore construction and capital projects. Working closely with Project Managers, Engineers, Package Leads and suppliers, you will ensure that goods and services are delivered on time, within budget and in accordance with project requirements.

Job Description

As a Projects Buyer, you act as the link between project teams and suppliers, ensuring that procurement activities are carried out efficiently and in line with project schedules, technical requirements and commercial objectives. Working in a fast-paced environment, you are able to manage multiple procurement packages simultaneously while maintaining a strong focus on delivery performance, quality and cost control.

 

What are the main tasks of the Projects Buyer?

  • Liaise with Project Management, Engineers and other internal stakeholders to determine procurement requirements;
  • Manage, monitor and process purchase order administration for assigned projects;
  • Review internal requisitions and verify technical, commercial and contractual requirements;
  • Issue RFQs and RFPs to suppliers and subcontractors;
  • Evaluate quotations and prepare bid comparison sheets and award recommendations;
  • Negotiate commercial terms, pricing and delivery schedules;
  • Place purchase orders in accordance with company procedures and standards;
  • Expedite orders and ensure timely delivery of goods, services, documentation and certificates;
  • Monitor supplier performance and proactively resolve delivery, quality or commercial issues;
  • Verify and approve invoices in line with contractual agreements;
  • Follow up and settle variations, claims and supplier disputes where required;
  • Analyse supplier markets and identify opportunities to improve cost efficiency and supply reliability;
  • Contribute to continuous improvement initiatives within Procurement.

Education & Experience

This position requires a highly organised person, able to manage competing priorities and comfortable interacting with internal and external stakeholders at different levels. You have strong negotiation skills, enjoy finding practical solutions and take ownership of your procurement activities from sourcing through delivery.

Apart from that, you should largely recognise yourself in most of the following requirements:

  • MBO/HBO or Bachelor’s degree in Procurement, Supply Chain, Commerce, Engineering or an equivalent discipline;
  • Experience in procurement, purchasing or supply chain management within offshore, energy, shipbuilding, construction or a similar technical industry;
  • Experience with RFQs, supplier selection, bid evaluation and purchase order management;
  • Affinity with technical products, services and project-based procurement;
  • Strong commercial awareness and negotiation skills;
  • Experience with ERP systems and Microsoft Office;
  • Strong organisational skills and the ability to manage multiple priorities simultaneously;
  • Excellent communication skills and the ability to work effectively with multidisciplinary project teams;
  • Good command of the English language, both written and spoken;
  • A hands-on, proactive and results-oriented mindset.
